Kilroy is a mythical superhero that shows up when things are their worst, saves the day, and then disappears into the wind. The only proof he's not a ghost is his mark on their bodies or a wall.
He is noted as an angel that watches over GIs and protects them. Few have seen him in combat.

I think it needs more work and development. What if we take a page from The Shadow. Kilroy isn't a ghost, but rather a master of the mystic arts. The man himself never even leaves the confines of his home stateside, instead using his mental powers to create a tulpa, a physical projection of his mind and spirit in an idealized form - Kilroy. This tulpa is essentially a real person in every sense except that when the mystic breaks his trance, the tulpa simply vanishes. Would keep the mysterious nature of Kilroy without adding another ghost into the cast.
