His arms and legs are spread wide out as he seems to float in the air from the water tower and onto the roof of the passenger car.

So far so good. Maybe tie things into WWII by having commies trying to assassinate the Royals and make it look like the work of the Nazis...

Another factor, however, was public relations; the presence of the King and Queen, in both Canada and the United States, was calculated to shore up sympathy for Britain in anticipation of hostilities with Nazi Germany. Nevertheless, as early as 1939 it was deemed appropriate for the novel doctrine of the discrete crowns of the Commonwealth realms to be ostentatiously asserted.

Constable Singh is an odd fit, but he works. I would find a different first name though, Kali being the goddess of death in Hindu religion.
I might try re-wording the way MacSorly reveals Palmier's plans. Play with those couple of sentences more.
Also, there must be some kind of slang for Mountie that Palmier would use. It sounds a bit awkward as it is.
